The Odoo market in Italy

Italy runs one of the largest Odoo benches in Europe: 80 listed partners carry 1,605 documented implementations and 201 certified experts — 20.1 implementations per listed partner against the 16.7 all-country figure. The bench is deep in the middle: 24 Silver listings against 7 Gold and 49 Ready — the certified mid-market, not the top tier, carries the Italian directory.

The top of the directory is geographically broad: the ten most-referenced Italian listings span the northern industrial belt and the south alike — Torino and the Milan area alongside Naples, Campania and Sicily. What the market lacks is not delivery history but explanation: Italian-language education about implementation timelines and costs is essentially absent from partner sites, so the informational searches are answered by generic agencies and listicles, and an independent association directory outranks the individual firms for partner-discovery searches.

The biggest story hides in plain sight: e-invoicing through the state exchange system has been mandatory for essentially every Italian business since 2019, yet none of the five most-referenced firms leads with it — one of them operates its entire web presence on an Odoo-hosted subdomain. An education-first, compliance-led entrant faces a gap as open as the mandate is settled.

The partner landscape in Italy

The snapshot records 80 Odoo partners listed in Italy, with 7 listings at Gold level, 24 at Silver level and 49 at Ready level.

Tier counts are recorded per directory listing and do not always add up to the partner total, so read them as three independent counts rather than as a split of one number.

Where Odoo delivers in Italy

Manufacturing and maintenance appears in the top industry tags of every one of the ten most-referenced Italian listings — a single-sector concentration unmatched elsewhere in this wave — with wholesale and retail distribution close behind. The published work maps to the real Italian economy: machinery and discrete manufacturing first, then food production, the fashion and furniture districts, and trade and distribution. Documented Italian projects average 12.2 users, with a large-project measure of 92.9 users for the multi-department rollouts.

The Italian mid-market buys ERP in Italian, on relationship, and against a fiscal backdrop that touches every invoice. The ERP is expected to speak the SdI natively, to handle a documento di trasporto without improvisation, and to keep the contabilità exactly the way the commercialista and the Agenzia delle Entrate need it. Sector work that treats the fiscal layer as an add-on fails at the first audit; sector work built on it becomes the plumbing the company runs on for a decade.

Project size in Italy

Documented Odoo projects in Italy average 12.2 users.

The large-project measure recorded for Italy is 92.9 users, which is the size band a buyer should plan against for a multi-department rollout rather than a single-team pilot.

Market intensity

Italy records 20.1 documented implementations per listed partner. Across all 165 countries in this snapshot the figure is 16.7.

That sits in line with the all-country figure, which describes a market where published delivery history is spread broadly across the listed partners.

This is a read on published delivery history, not on quality. A partner's unpublished work is invisible to the directory and therefore invisible to this figure.

Compliance and Odoo localization in Italy

Italy runs the most mature e-invoicing mandate in Europe. Since 1 January 2019, essentially every B2B and B2C invoice of an Italian-resident or -established VAT person must be issued as FatturaPA XML and cleared through the SdI — the Sistema di Interscambio, the state platform that formally validates every invoice before delivery; the public administration has been covered since 2014-2015, and flat-rate forfettari taxpayers came fully into scope on 1 January 2024. The SdI clears on the order of two billion B2B invoices a year. Italian VAT runs at 22% standard, with reduced rates of 10%, 5% and 4% for defined categories.

The mandate's depth is the real story. Since 1 July 2022 the standalone cross-border report — the esterometro — was abolished: foreign sales and purchases ride the SdI as TD17, TD18 and TD19 integration and self-invoice documents, so reverse charge is a document flow rather than a tax code, and split payment for public-administration buyers is a configuration rather than a workaround. Retail receipts went telematic on 1 January 2021, with daily transmission via certified RT devices or the Agenzia's web procedure. Odoo's Italian localization is built for exactly this loop: it generates and signs FatturaPA XML — XAdES for public-administration invoices — transmits through its SdI proxy, tracks every SdI state including rejections, covers the TD01–TD28 document types, the dichiarazione di intento for regular exporters, Ri.Ba. bank receipts, DDT transport documents, and the Natura exemption code with its law reference on every zero-rated line, and integrates certified RT fiscal printers at the point of sale.

The reporting rhythm is the quarterly LIPE VAT-liquidation communication plus the annual dichiarazione IVA — for fiscal year 2025 filed between 1 February and 30 April 2026 — and every e-invoice must be preserved digitally for ten years under the AGID rules. Odoo is explicit about the boundary: it does not provide conservazione sostitutiva. The Agenzia delle Entrate runs a free certified preservation service for invoices that transited the SdI, and accredited third-party conservatori exist — the honest architecture is ERP for operations and a preservation service for the archive. The same honesty applies to payroll: Odoo does not ship an Italian payroll localization. The credible offer is Odoo HR — employees, contracts, attendance, time off, expenses — integrated with an Italian payroll provider, journals posting into one ledger; stated plainly, that builds more trust than a localization that does not exist.

How Oakland delivers in Italy

Oakland serves Italy remote-first: senior consultants working your Europe/Rome workweek (Monday to Friday), fixed-scope proposals in EUR, and one accountable team from discovery to go-live. We are headquartered in the UAE and do not claim an Italian office — odoo.com registers partners by office location, so our Gold listing sits under the United Arab Emirates. The record behind it: 150+ projects delivered over 16+ years, 104 published references, a 90% customer-retention figure and an average project size of 17 users. Remote-first here means senior people on the call, not a rotating offshore bench.

Italy is served in Italian. The Agenzia delle Entrate, the AGID preservation rules and the SdI technical specifications publish in Italian first — often only in Italian — and the market's buying conversation happens in Italian, full stop. Delivery, documentation and training land in the language the finance and operations teams work in.

The proof standard we hold ourselves to is the one the best Italian firms use: named references you can call, a published implementation record, and retention you can verify on the odoo.com listing itself.

About this data

Source: Oakland OPRD — October 2026 snapshot of the official Odoo partner directory.

The figures count partner listings and customer implementations published in the directory at the time of the snapshot. They are a floor rather than a census: delivery that is not published in the directory is not counted.

The export is versioned in Oakland's repository, so every number on this page traces back to a dated file and year-on-year movement is a diff rather than a claim.
