Canadian sales-tax and bilingual-document Odoo discovery workbook

CanadaOdoo 19Sales taxDiscoveryBilingual documents

1. Create a controlled discovery workbook with evidence owners

Set up a permission-controlled workbook with tabs for entities, branches, supplies, tax decisions, documents, Odoo capabilities, currencies, banks, providers, payroll, hosting, roles, gaps and acceptance. Assign a client sponsor, discovery lead, accountant and the professional or provider reviewers needed for each area. Do not place passwords, certificates, private keys or complete banking credentials in it.

Give each row a stable ID and a status such as draft, evidence required, accepted or excluded. Add source, source date, evidence owner, attachment, decision required, reviewer and revalidation date. Preserve conflicting descriptions of the same transaction and schedule a decision instead of selecting one silently.

Reviewed 6 November 2026. Revalidation owners: discovery lead, client accountant and the tax, payroll, banking, payment and hosting reviewers within their mandates.
  • Workbook owner and version: __________
  • Client sponsor and discovery lead: __________
  • Professional/provider reviewers and scope: __________
  • Evidence storage and access rule: __________
  • Next revalidation date: __________

2. Separate legal entities, branches and the transaction being analysed

For every entity, record legal and operating names, internal ID, activity, legal address, currency, fiscal year and accountant. Identify which entity issues an invoice, owns inventory, employs staff and contracts with the bank or provider. A branch's trading name is not automatically the legal person or the supply being reviewed.

Link every branch, warehouse and POS to its entity, manager, devices, users and operating hours. Record intercompany flows, non-resident situations and any special registration with evidence. Do not combine entities to simplify configuration or create one company per physical location without an accounting and legal decision.

  • Entity and branch IDs: __________
  • Invoicing, inventory, employer and contracting entities: __________
  • Intercompany and non-resident evidence: __________
  • Branch owner and operating schedule: __________
  • Unresolved entity or branch decision: __________

3. Record supply type, jurisdiction and tax treatment on real samples

Choose a cash and credit sale, local and imported purchase, return, credit/debit note, advance, partial collection, service and stock transfer. For each, capture entity, branch, party, document, date, amount, currency, supply type, place-of-supply rule, supporting facts, account, report and acceptance owner. Attach redacted evidence without access secrets.

Use the CRA place-of-supply guidance for goods, real property, services and intangible personal property. A customer or delivery address may support a conclusion but is not the rule itself. The type-of-supply guidance separates taxable, zero-rated and exempt supplies. Federal and provincial treatment and ITC/ITR eligibility are reviewed independently.

  • Sample document and supply type: __________
  • Place-of-supply rule and facts used: __________
  • Taxable/zero-rated/exempt decision and adviser: __________
  • ITC/ITR reviewer and evidence: __________
  • Expected account, tax, report and acceptance result: __________

4. Apply provincial rates without turning them into universal treatment

The CRA rate table and rate-selection guidance list Ontario HST at 13%, Nova Scotia HST at 14% since 1 April 2025, and New Brunswick, Newfoundland and Labrador, and Prince Edward Island HST at 15%. HST is one harmonized rate.

The table separately lists 5% GST with 7% British Columbia PST, 6% Saskatchewan PST, 7% Manitoba RST and 9.975% Quebec QST at the general rates; Alberta and the territories are GST-only. Use BC PST and its small-business guide, Saskatchewan PST, and Manitoba RST/TVD for the jurisdictional review. Manitoba's official name is not changed by an Odoo “PST Report” label.

Quebec is not an HST province. Revenu Québec's basic rules in English and French calculate QST on the selling price excluding GST. The combined rate is 14.975% (5% GST plus 9.975% QST), not a 14.975% QST rate. Revenu Québec generally administers GST/HST in Quebec and permits combined GST/HST-QST reporting for accounts it administers. For persons who are selected listed financial institutions for GST/HST or QST purposes or both, CRA administers both taxes whether or not they are located in Quebec. Identify that status, the authority and applicable forms, including RC7200 and RC7294 where applicable, before choosing a filing channel. ITC/ITR guidance is separately reviewed.

  • Province and applicable general rate: __________
  • Item/customer exception evidence: __________
  • Harmonized or separate display expected: __________
  • QST base excluding GST verified: __________
  • Professional reviewer and decision date: __________

5. Map Odoo capabilities and the exact filing boundary

Record l10n_ca, l10n_ca_reports and l10n_ca_check_printing as auto-installed and l10n_ca_payment_cpa005 as separately installed, using the Canadian localization guide. Inspect the tax report source and tax template against actual transactions rather than treating a template as an answer for every item.

GST/HST, BC PST, Manitoba PST, Quebec Tax and Saskatchewan PST structures, and Canadian financial reporting, support preparation and reconciliation. Tax-return documentation and “Mark as Submitted” do not transmit. Reconciliation and sign-off remain client responsibilities.

CRA-certified third-party software can create .tax for GST/HST Internet File Transfer, but Odoo was absent from the list dated 4 November 2026. No certification or supported .tax output is claimed. Review how to file and third-party software for current mandates and exceptions.

Avalara requires its own account, configuration and provider scope. Do not infer automatic CRA/Revenu Québec/provincial filing or remittance and do not claim excise support.

  • Module and version evidence: __________
  • Report expected and reconciled result: __________
  • Authority filing channel and responsible person: __________
  • Provider account/configuration decision: __________
  • Internal preparation versus external transmission evidence: __________

6. Test CAD, exchange rates and cash rules as separate controls

The CAD record uses Cents and 0.01 rounding. Record source amount, document currency, company currency, rate, rate date and source, expected and actual CAD values, debit/credit totals, tax, display and reviewer. Multi-currency documentation explains capability; the client chooses the rate source and conversion policy.

Test cent-level positive and negative amounts, multi-line invoices, partial payments, discounts, mixed documents and large values. Product-price precision, tax, discount, payment and cash rounding are not one test. Every residual receives an explanation and owner rather than a blanket tolerance.

The federal penny-withdrawal guidance rounds only the final cash payment after GST/HST when pennies are unavailable. Cash-rounding configuration is separate. Cheque, electronic and card payments settle to the cent; never round every CAD transaction or tax line to a nickel.

  • Source amount, document currency and company currency: __________
  • Rate, rate date, source and conversion policy: __________
  • Expected and actual CAD values: __________
  • Rounding path and expected outcome: __________
  • Residual, explanation and sign-off: __________

7. Scope CPA005, bank feeds, payments, Peppol and hosting independently

The separately installed l10n_ca_payment_cpa005 module generates a CPA005 TXT batch of vendor payments. The user downloads the file for subsequent import into the bank system. It is not direct transmission, payroll direct deposit, PAD collection or instant settlement. The Canadian guide says post-import processing may take up to 48 hours; bank acceptance, cutoffs, fees and rejects are tested rather than promised.

Bank synchronization through Plaid Canada/US or Salt Edge depends on institution and Enterprise coverage and is not real-time. The payment-provider catalogue does not prove Canadian/CAD eligibility. Interac e-Transfer's existence is not native integration. Payments Canada wire guidance and the Bank of Canada oversight register supply context only.

Odoo 19 offline POS can create and manage orders during a temporary outage and synchronize later. Payment terminals, customer registration and real-time stock require connectivity, and requested invoices are generated after reconnection. Users must not close or reload the browser or clear site data before synchronization finishes.

Canada was absent from the reviewed Odoo 19 electronic-invoicing guidance and its Peppol registration/country EDI lists. Provider or custom requirements must be explicit. Hosting, backup locations, restore tests, connected-service transfers and custom-app compatibility are reviewed without a Canadian data-residency claim.

  • CPA005 bank format, import and reject evidence: __________
  • Institution/account/provider/currency eligibility: __________
  • Statement-import fallback and reconciliation owner: __________
  • Peppol/custom e-invoicing requirement and decision: __________
  • Production, backup, restore and external-transfer review: __________

8. Open a separate payroll and employment-jurisdiction track

Canada is absent from the reviewed Odoo 19 payroll-localization list. Do not infer CPP/QPP, EI/QPIP, TD1, T4/T4A, RL-1, ROE or provincial employer-levy compliance. The third-party canada_payroll_knk listing is vendor-only, Enterprise and not independently verified here.

Province of employment, not residence alone, determines CPP/QPP and federal/Quebec EI premium distinctions. QPP/QPIP and Quebec provincial income tax go to Revenu Québec; applicable federal deductions go to CRA. Use Quebec employee treatment and the T4001 guide for the applicable analysis. T4/T4A information returns are filed with CRA using the T4 guide and electronic-return overview; RL-1 is filed with Revenu Québec, and ROEs go through Service Canada. A Quebec employee may require both T4 and RL-1, with Quebec provincial income tax on RL-1, not T4. Use Revenu Québec remittance and RL-slip guidance. Record employment jurisdiction, worker category, pay elements, benefits, leaves, year-end forms and reviewer without implying an Odoo standard output.

  • Employer, work location and province of employment: __________
  • Worker category and jurisdiction evidence: __________
  • CPP/QPP contributions and EI/QPIP premiums: __________
  • Other payroll deductions and remuneration elements: __________
  • Federal remittances to CRA and Quebec obligations to Revenu Québec: __________
  • TD1, T4/T4A, RL-1 and ROE responsibilities: __________
  • Third-party payroll evaluation and independent verification: __________

9. Accept English/French documents and role-based procedures

Prepare an invoice, credit note, quotation, purchase order and POS receipt as relevant, with long item descriptions, English and French text, tax labels and mixed references. Record language, field, sequence, page count, delivery and print route. Check PDF, printer, line breaks and numeric/tax display as well as the accounting entry.

In the workbook, pair each role procedure with the sandbox screen labels used to complete it and the glossary terminology used on its task card. Record the English Odoo labels alongside the user's working language, including TPS/TVH/TVQ, ARC, Revenu Québec, lieu de fourniture, fournitures taxables/détaxées/exonérées, produire une déclaration, CTI/RTI, RPC/RRQ, AE, RQAP, relevé d’emploi and TVD du Manitoba where relevant.

Define cashier, branch manager, receiver/counter, purchaser, accountant, tax reviewer, controller, payroll reviewer and administrator exercises. Each role performs a routine and an exception, proves the intended permission boundary and signs the associated document or reconciliation using version-matched sandbox screens and task cards.

  • Document type and language version: __________
  • Required English Odoo screen labels: __________
  • Visual, accounting and tax acceptance: __________
  • Role routine, exception and assessor: __________
  • Retraining or document correction required: __________

10. Use the primary source register and complete the other workbooks

Review the live source before relying on a claim, and record the review date and any change. The register below is the starting evidence set, not a substitute for professional advice.

CRA tax and filing sources: rate calculator/table, which rate, place of supply, type of supply, how to file, third-party software, certified Internet File Transfer software, financial-institution administration, LFI/SLFI registration and reporting, penny withdrawal.

Continue with the migration and CAD reconciliation workbook, branch/POS go-live checklist and English/French role-based training and document acceptance plan. Record what is proved, what needs testing and what remains outside the programme.
