Odoo in Netherlands — Market Report 2026
The October 2026 Oakland OPRD snapshot of the official Odoo partner directory records 55 Odoo partners and 1,652 documented customer implementations in Netherlands.
The Odoo market in Netherlands
The Netherlands pairs a compact partner bench with an outsized delivery record: 55 listed partners carry 1,652 documented implementations and 169 certified experts — 30.0 implementations per listed partner against the 16.7 all-country figure, one of the highest delivery-intensity ratios among this snapshot's European markets.
Seven of the 55 listings hold Gold status — one listing in eight, a denser Gold bench than Germany, France, Spain or Italy — with 11 Silver and 37 Ready listings beneath. As the market-intensity figures below show, the published delivery record concentrates: a comparatively small number of partners carries most of the documented work, and the long Ready tail publishes relatively little.
The buying conversation runs in two languages at once. Several of the most visible Dutch firms run English-first or mixed-language sites and win with them, yet no leading Dutch partner publishes a delivery methodology or an implementation price-frame — in either language — so comparison demand leaks to alliance directories, listicles and Reddit threads, and a dedicated switch-to-Odoo site ranks for the implementation searches. Nor does anyone lead with the Dutch fiscal story: Peppol invoicing and the coming e-invoicing mandate are missing from the market's positioning, which is exactly the gap the compliance section below closes.
The partner landscape in Netherlands
The snapshot records 55 Odoo partners listed in Netherlands, with 7 listings at Gold level, 11 at Silver level and 37 at Ready level.
Tier counts are recorded per directory listing and do not always add up to the partner total, so read them as three independent counts rather than as a split of one number.
169 certified Odoo experts are listed in Netherlands.
Where Odoo delivers in Netherlands
Wholesale and retail trade and manufacturing and maintenance appear in the top industry tags of nine of the ten most-referenced Dutch listings — the same trade-plus-manufacturing spine as the rest of this EU wave, tilted toward logistics and distribution. The published work clusters where the Dutch economy is strongest: trade and supply-chain operations, food and agriculture-linked production, discrete manufacturing and the installation trade, and professional services. Documented Dutch projects average 9.8 users, with a large-project measure of 83.2 users for the multi-department rollouts.
The Dutch SMB — the MKB — runs its ERP pragmatically: English is a working language, the accountant or payroll bureau stays in the loop, and software is expected to connect to that ecosystem rather than replace it. Sector work that respects the loop — warehouse and logistics workflows on one side, a ledger the external accountant can file from on the other — becomes infrastructure the client keeps.
Project size in Netherlands
Documented Odoo projects in Netherlands average 9.8 users.
The large-project measure recorded for Netherlands is 83.2 users, which is the size band a buyer should plan against for a multi-department rollout rather than a single-team pilot.
Market intensity
Netherlands records 30.0 documented implementations per listed partner. Across all 165 countries in this snapshot the figure is 16.7.
That is well above the all-country figure, which describes a concentrated market: a comparatively small number of partners carry most of the published delivery history.
This is a read on published delivery history, not on quality. A partner's unpublished work is invisible to the directory and therefore invisible to this figure.
Compliance and Odoo localization in Netherlands
Dutch VAT runs at 21% standard, 9% reduced and 0%, with a live reminder that rates move: short-stay accommodation shifted from 9% to 21% on 1 January 2026. E-invoicing is a partial mandate today — suppliers to the central government must invoice electronically, and since 1 November 2019 every Dutch public-sector body must be able to receive and process structured, EN 16931-compliant e-invoices, while between businesses it stays voluntary with the buyer's consent. The decision that matters is already taken: on 11 September 2026 the government announced mandatory B2B e-invoicing and digital transaction reporting from 1 July 2030, domestic digital reporting from 1 July 2031, an exemption for the small-business KOR scheme, and cross-border reporting that will replace today's ICP declaration. A formal bill is expected before summer 2027 — decided, but not yet law.
The rails are already the Dutch default: Peppol is the most common channel, with Peppol BIS 3.0 as the preferred format and SI-UBL 2.0 — the Dutch NLCIUS implementation of EN 16931 — accepted alongside, routed via Digipoort for government invoicing; the government's own guidance is blunt that a PDF by e-mail will not meet the coming standard. Odoo's Dutch localization covers the statutory loop end to end: UBL e-invoicing compatible with Digipoort and the Peppol network, the Dutch chart of accounts with pre-configured taxes and fiscal positions, the XBRL VAT return filed straight to the Belastingdienst over SBR with a PKIoverheid certificate, the quarterly ICP declaration due within two months of quarter-end, Intrastat, and an XAF audit export of the general ledger. Business records must be kept for at least seven years, and annual accounts are filed digitally with the KVK within eight days of adoption.
Payroll is the Dutch surprise: the Netherlands is one of the 23 countries on Odoo 19's official payroll-localization list, with dedicated modules — l10n_nl_hr_payroll and l10n_nl_hr_payroll_account — on top of the base l10n_nl localization. Odoo payroll is officially localized for the Netherlands; we scope the exact functional depth per project against the current documentation. Many Dutch SMEs keep an external payroll bureau regardless, and the honest architecture there is Odoo HR plus provider journals in the same ledger. Either way, the 2026 accommodation rate change makes the maintenance argument: fiscal-position-driven tax mapping absorbs a statutory rate move as configuration, not as a re-implementation.
How Oakland delivers in Netherlands
Oakland serves the Netherlands remote-first: senior consultants working your Europe/Amsterdam workweek (Monday to Friday), fixed-scope proposals in EUR, and one accountable team from discovery to go-live. We are headquartered in the UAE and do not claim a Dutch office — odoo.com registers partners by office location, so our Gold listing sits under the United Arab Emirates. The record behind it: 150+ projects delivered over 16+ years, 104 published references, a 90% customer-retention figure and an average project size of 17 users. Remote-first here means senior people on the call, not a rotating offshore bench.
The Netherlands is served in Dutch, with English support throughout. The Belastingdienst, the KVK and the Rijksoverheid publish in Dutch first, so workshops, documentation and training land in the language the finance team files in — while the English-first habit of Dutch business means international stakeholders are never blocked. The market itself proves the point: English-first firms win Dutch market share, but trust with the MKB is built in Dutch.
The proof standard we hold ourselves to is the one the best Dutch firms use: named references you can call, a published implementation record, and retention you can verify on the odoo.com listing itself.
About this data

The figures count partner listings and customer implementations published in the directory at the time of the snapshot. They are a floor rather than a census: delivery that is not published in the directory is not counted.
The export is versioned in Oakland's repository, so every number on this page traces back to a dated file and year-on-year movement is a diff rather than a claim.
