The Odoo market in Germany

Germany's listed bench is compact but deep: 104 partners carry 2,392 documented implementations and 469 certified experts — 23.0 implementations per listed partner against the 16.7 all-country figure. The ten most-referenced German listings account for 1,377 of those implementations, roughly 58% of the published national total.

Seven of the ten most-referenced German listings hold Gold status, three Silver — and those ten listings carry 264 certified experts between them, more certified depth than the French and Swiss top-tens combined.

Germany is the only country in this EU wave where a local-language incumbent site leads the partner-seeking results — German-language execution is the market's entry ticket, yet some of the most visible firms still default to English. The market rewards cost transparency and failure education — cost guides, rescue content, city-level pages — at the highest click prices in this wave. The structural gap is a compliance library: GoBD, DATEV and the e-invoicing phases appear as a navigation bullet at best; nobody owns the authoritative German-language explanation.

The partner landscape in Germany

The snapshot records 104 Odoo partners listed in Germany, with 11 listings at Gold level, 24 at Silver level and 69 at Ready level.

Tier counts are recorded per directory listing and do not always add up to the partner total, so read them as three independent counts rather than as a split of one number.

469 certified Odoo experts are listed in Germany.

Where Odoo delivers in Germany

Germany breaks the EU wave's sector pattern: IT, communications and marketing leads its published reference sectors, with manufacturing second — everywhere else in the five, wholesale and retail leads. Manufacturing and maintenance still sit in Germany's top three, matching the Mittelstand's ERP gravity. Documented German projects average 15.4 users — the largest in the five-country set — with a large-project measure of 116.1 users.

The Mittelstand operating model shapes every engagement: the ERP runs in-house, the tax advisor works in the DATEV ecosystem, and payroll stays with the Steuerberater. Sector work that ignores that loop fails at the first audit; sector work built around it — clean period exports, document transfer with audit-safe references — becomes infrastructure the client keeps for a decade.

Project size in Germany

Documented Odoo projects in Germany average 15.4 users.

The large-project measure recorded for Germany is 116.1 users, which is the size band a buyer should plan against for a multi-department rollout rather than a single-team pilot.

Market intensity

Germany records 23.0 documented implementations per listed partner. Across all 165 countries in this snapshot the figure is 16.7.

That sits in line with the all-country figure, which describes a market where published delivery history is spread broadly across the listed partners.

This is a read on published delivery history, not on quality. A partner's unpublished work is invisible to the directory and therefore invisible to this figure.

Compliance and Odoo localization in Germany

Germany's E-Rechnungspflicht arrives in phases under §14 UStG, as amended by the Wachstumschancengesetz: since 1 January 2025 every domestic company must be able to receive e-invoices; from 1 January 2027 companies with prior-year turnover above €800,000 must issue them; from 1 January 2028 issuance is mandatory for all domestic B2B. Exemptions cover small businesses under §19 UStG, invoices up to €250 and tickets; compliant formats include XRechnung and ZUGFeRD — any EN 16931-compliant structured format qualifies. The BMF application letter of 15 October 2025 sets the binding detail. VAT runs at 19% standard and 7% reduced under §12 UStG.

GoBD is why "we'll fix it in Excel" dies in a German audit: inalterable postings, gapless numbering, Z1/Z2/Z3 auditor data-access levels, eight-year retention for VAT-relevant invoices under §14b UStG — and a GoBD update of 14 July 2025 written specifically for e-invoices. Odoo's German localization ships a GoBD-conform audit trail enabled by default, the SKR03 and SKR04 charts of accounts, and the Umsatzsteuervoranmeldung filed electronically to the Finanzamt via Elster. On the issuance side, Odoo's product documentation describes it as a Peppol access point generating EN 16931-compliant invoices — the format family XRechnung and ZUGFeRD belong to; we scope the exact German format configuration per project against the current documentation.

German accounting is a collaboration with the Steuerberater, and the Steuerberater lives in DATEV — whose payroll programs process roughly 14.5 million employees monthly, per DATEV itself. Odoo matches that workflow with the two-file DATEV export: DATA for booking records, ATCH for document transfer. Odoo payroll is not localized for Germany; the verified architecture is Odoo HR with payroll in the DATEV/Steuerberater channel. Point of sale adds the Kassensicherungsverordnung: electronic record systems require a certified technical security device (TSE), which Odoo delivers via a certified cloud-TSE integration, with DSFinV-K exports for audits.

How Oakland delivers in Germany

Oakland serves Germany remote-first: senior consultants working your Europe/Berlin workweek (Monday to Friday), fixed-scope proposals in EUR, and one accountable team from discovery to go-live. We are headquartered in the UAE and do not claim a German office — odoo.com registers partners by office location, so our Gold listing sits under the United Arab Emirates. The record behind it: 150+ projects delivered over 16+ years, 104 published references, a 90% customer-retention figure and an average project size of 17 users. Remote-first here means senior people on the call, not a rotating offshore bench.

Germany is served in German. The one EU money search led by an incumbent is a German-language site for a reason: BMF letters, GoBD guidance and Finanzamt practice publish in German first, and delivery — workshops, documentation, training — lands in the language the Mittelstand finance team works in.

The proof standard we hold ourselves to is the one the best German firms use: named references you can call, a published implementation record, and retention you can verify on the odoo.com listing itself.

About this data

Source: Oakland OPRD — October 2026 snapshot of the official Odoo partner directory.

The figures count partner listings and customer implementations published in the directory at the time of the snapshot. They are a floor rather than a census: delivery that is not published in the directory is not counted.

The export is versioned in Oakland's repository, so every number on this page traces back to a dated file and year-on-year movement is a diff rather than a claim.
