Xero to Odoo migration for Australian organisations
Frame the move around Australian operating requirements
A Xero to Odoo programme may be driven by purchasing controls, inventory, projects, multi-entity reporting or a need to connect finance with operations. Those reasons should be tested individually rather than converted into a product ranking. Some connected applications may remain, some may be replaced and others may be retired after their records and controls have been accounted for.
Start with the Australian entities, GST registrations, actual BAS notices, transaction samples and future process owners. Document what must be operational in Odoo on the cutover date and what can remain in a readable archive. The target baseline is the proposed Odoo 19 build, validated with representative data rather than inferred from a generic feature list.
Reviewed 6 November 2026. General implementation guidance only; it is not tax, payroll, employment or legal advice. Confirm your obligations with a qualified Australian specialist. This is a migration decision guide, not tax advice or a claim that one product suits every organisation.
Inventory Xero organisations and their relationships
List all Xero organisations separately, including legal entity, ABN, GST-registration status, base currency, financial year, user roles, bank accounts and active modules. Record consolidation or intercompany spreadsheets and any shared contacts, items or bank feeds. An organisation's display name is not a sufficient migration key, particularly where similar names or multiple branches exist.
Create a source register with the organisation identifier, export owner, report date, timezone, cutover moment and expected control totals. Retain read-only evidence of the original reports and files. If several organisations enter one Odoo database, company boundaries, access rules, sequences and reporting dimensions require explicit design and testing.
Replace every synthetic example with your own evidence, assign an owner, record the evidence and result, and mark each item Passed, Blocked or Not applicable.
- Xero organisation: Southern Example Services Pty Ltd. Owner: entity finance owner. Evidence: source organisation report and approved entity mapping. Result: Blocked pending client evidence.
- GST cycle: actual issued notice held by the client. Owner: BAS reviewer. Evidence: notice reference and confirmed obligation calendar. Result: Blocked pending client evidence.
- Tracking structure: region and service line. Owner: management reporting owner. Evidence: before-and-after dimension report. Result: Blocked pending client evidence.
- Connected app: synthetic approval app. Owner: integration owner. Evidence: identifier, direction, error and cutover map. Result: Blocked pending client evidence.
Scope tracking categories, connected apps and repeating transactions
Tracking categories can represent regions, projects, service lines, cost centres or several concepts at once. Do not map them to an Odoo field solely because the names look similar. Process owners compare source reports with proposed analytic accounts, projects, departments or other target structures, including combinations and blank values.
For each connected app, record its system of record, master identifiers, direction of flow, attachment ownership, history requirement, available export and cutover sequence. Test whether a contact or invoice created in Odoo receives the identifier that the remaining app expects. A successful accounting export does not prove that an operational integration will continue.
Repeating transactions also need a deliberate decision. Inventory repeating sales invoices, bills, journals, payment schedules and approval automation, including their next date, tax treatment, attachments and owner. Recreate, integrate or retire each pattern under change control. Do not assume that historical documents contain every rule needed for future recurrence.
Rebuild GST and BAS decisions rather than copying codes
Map each Xero tax code to its actual use and evidence before choosing an Odoo tax and report mapping. GST is 10% on taxable supplies, but taxable, GST-free, input-taxed and out-of-scope treatments are not interchangeable. Eligible purchases used to make GST-free sales may qualify for GST credits, while purchases used to make input-taxed sales generally do not qualify. Out-of-scope and not-reportable labels require separate review. A legacy code's label cannot make that decision automatically.
The ATO's A$82.50 including GST threshold concerns tax-invoice documentation in context, not automatic credit eligibility. Include taxable, GST-free with credits, input-taxed without general credits, out-of-scope, credit-note and missing-document samples. Imports and offshore purchases receive separate review because conditional reverse charge is not deferred GST.
Odoo 19's Australian localisation provides GST grids, BAS and TPAR outputs for configuration and accountant review. It does not provide direct BAS lodgement in the reviewed documentation, and deferred-GST balances use a manual process. Reconcile source and target workings to the actual statement, cycle and agent concessions.
Test AUD, tax and foreign currency at line level
AUD is ISO 4217 code 036 with two minor units, and Odoo 19's AUD record uses a 0.01 rounding factor. That is not a universal calculation rule. Unit-price and pricelist precision, tax computation, currency rounding, cash rounding, payments and FX conversion each need separate expected outcomes and acceptance owners.
Every test row retains the Xero organisation, source document and line, original currency and amount, exchange-rate date and source, expected AUD, actual AUD, GST amount, debit and credit totals, residual, explanation and approver. Include A$0.01, A$0.04, A$0.05 and A$0.09, with -A$0.01 and the other negative equivalents, plus credit notes, partial payments, large values and mixed currencies. Do not accept a residual merely because it appears small.
The cash-rounding documentation addresses a distinct control. It must not be used to explain a tax or product-precision difference. The AUD reconciliation guide provides the field-level test register.
Preserve open items, inventory and attachments deliberately
Open receivables and payables need the original document, due date, tax, currency, applied payments, credit allocations and remaining balance. Avoid loading both a summarised opening balance and the same open document without an explicit reconciliation design. Part-paid invoices, overpayments, credit notes and later corrections are mandatory test cases.
Inventory scope identifies items, units, warehouses, tracking, quantities, unit costs, valuation and the accounting cutover date. Operations accepts quantity and location while finance accepts value and ledger linkage. Attachments are inventoried by object, source identifier, file type, size, access requirement and destination; a document total does not prove that its supporting files arrived.
- Part-paid customer invoice: source evidence includes the invoice, payment and remaining balance. Owner: receivables owner. Acceptance evidence: allocation and open amount agree. Result: Blocked pending client evidence.
- Supplier credit note: source evidence includes the original bill and allocation. Owner: payables owner. Acceptance evidence: credit and GST treatment agree. Result: Blocked pending client evidence.
- Tracked item: source evidence includes quantity, location and unit cost. Owner: inventory and finance owners. Acceptance evidence: stock and valuation reports agree. Result: Blocked pending client evidence.
- Source attachment: retain the file reference and checksum. Owner: data owner. Acceptance evidence: correct target record and readable access. Result: Blocked pending client evidence.
Separate bank history, Basiq and ABA evidence
For each Xero bank account, record the last reconciled statement position, uncleared items, historical statement source and intended feed-start behaviour. Basiq and Consumer Data Right connectivity is opt-in and provider-, institution- and account-specific. Available history and non-real-time limits are validated per account through the Basiq documentation, with statement import as a controlled fallback.
Prevent duplicate lines where historical imports and feed retrieval overlap. Reconcile the target statement balance and investigate missing, pending or duplicated transactions before accepting the account. The general bank synchronisation guide does not establish coverage for a particular Australian institution.
Where supplier payments use ABA files, file generation and upload are not payment proof. Bank approval, account debit, settlement and reconciliation require separate artefacts. Keep provider fees and rejected payments distinct from the invoice allocation.
Define payroll business-flow scope and YTD migration
Xero accounting exports do not by themselves define a payroll year-to-date migration. Identify the payroll system of record, employee categories, pay events, allowances, super funds, opening liabilities and required history. Decide which records belong in Odoo, which remain in the source archive and which require specialist transformation.
The reviewed Odoo 19 Australian payroll documentation identifies business-flow exclusions for Foreign Employment Income (FEI), actors and performers, death-benefit reporting, withholding payer number (WPN) instead of an ABN, and allowances subject to varied withholding. These are not only YTD-import exclusions. Affected populations are outside standard Odoo Australian payroll scope and require joint Odoo and specialist assessment before configuration or migration.
Single Touch Payroll (STP) Phase 2, PAYG withholding, PAYG instalments, BAS and SuperStream remain separate controls. From 1 July 2026, a QE-first design uses qualifying earnings and super liability. The ATO also accepts super liability plus ordinary time earnings (OTE) until 30 June 2027, so OTE submissions are not impossible during that transition. Legacy quarterly payment assumptions do not replace Payday Super deadlines. The payroll readiness guide assigns these reviews and build tests.
Make imports repeatable through two rehearsals
Odoo's generic import documentation describes permanent CSV/XLSX imports, not a native one-click or complete-history Xero migration. Build stable external IDs with the Xero organisation namespace and durable record identifiers. Define dependency order, create or update behaviour, rejection queues and targeted rerun rules before loading financial records.
The first of two rehearsals proves extraction, transformations, dependencies and exception handling on a representative dataset. The second uses corrected near-final extracts and proves attachments, integrations, user roles, bank history, inventory and the complete reconciliation pack. Rerun a fixed sample to show that corrected records update or skip deliberately rather than duplicate.
Each run records source, expected and actual counts and values, rejected rows, residual ownership and business approval. Targeted rollback rules address a failed wave without deleting unrelated accepted work. Generic import success is not migration acceptance.
Control roles, integrations and the cutover decision
Role acceptance covers Australian finance reviewers, receivables, payables, inventory, payroll, integration operators and read-only auditors. Test that users can complete their own work and cannot cross entity, approval or payroll boundaries unintentionally. Preserve the source-access and retention decisions for people who must investigate historical transactions after cutover.
The cutover runbook names the final Xero export, transaction freeze, delta handling, integration switch, repeating-transaction activation, reconciliation and fallback authority. Connected apps are disabled or redirected in a defined order so old and new paths cannot both create the same financial record. Late customer or supplier corrections receive a controlled route.
Acceptance applies to the named Odoo version and deployed build; later versions require separate assessment. The release uses the named build and provider versions tested in the second rehearsal, with any later change reassessed rather than treated as equivalent.
The decision pack includes source inventories, approved scope, mapping rules, tax and payroll review status, two reconciliation packs, provider evidence, open exceptions and operating responsibilities. It explains which Xero functions or apps remain, which Odoo processes replace them and which requirements need custom work. It does not rank Xero against Odoo for every Australian organisation.
Fixed-fee discovery can establish these inputs before implementation phases are quoted in AUD where commercially agreed. Subscriptions, connected-app and provider charges, archive products, specialist review, hardware, infrastructure and client internal effort are separately identified. No implementation duration, saving or statutory outcome is inferred from the migration design.
Continue with the AUD reconciliation guide, GST and BAS readiness guide and POS checklist where those workstreams form part of the future operating model.
