Xero to Odoo migration: connect finance to operations
Start with the reason for moving beyond Xero
A Xero to Odoo programme is usually justified by an operating requirement rather than dissatisfaction with a ledger screen. Purchasing approvals, landed costs, stock control, projects, manufacturing, multi-entity processes or management reporting may have outgrown a collection of separate apps. Discovery identifies which of those needs belongs in Odoo and which connected products should remain.
Document every Xero organisation, base currency, VAT registration, bank account, tracking dimension, user role and connected app. Include spreadsheets that form part of the accounting or operational record. They may reveal a digital-link dependency, a migration source or a manual control that the future design must replace deliberately.
The target baseline for current capability statements is Odoo 19. Odoo 20 announcements and event demonstrations are not counted as current Odoo 19 capability. Prototype the actual future workflow in the version proposed for the engagement.
Preserve MTD records while changing the accounting system
A migration does not suspend Making Tax Digital obligations. Map where the electronic account resides before, during and after cutover, including any invoicing, expense, inventory, spreadsheet or bridging products. Identify which records must remain digitally linked and which source systems sit outside the electronic account.
HMRC's VAT Notice 700/22 accepts mechanisms such as CSV import and export as digital links in the appropriate context, but it does not treat copy-and-paste as a digital link. The migration runbook should therefore describe controlled exports, file transfers, transformations and imports rather than informal rekeying between systems.
Odoo 19 documents UK Accounting Reports support for VAT submission through the MTD-VAT API. Check the versioned UK localisation guide, then test the authorised connection and return workflow before relying on it. Finance reviews and declares the return, and a qualified accountant confirms the organisation's tax treatment.
If more than one UK company shares an Odoo database, include Odoo 19's documented one-company-and-one-user HMRC connection procedure in testing. Also plan for obligations more than three months late, which the documentation says cannot be submitted through Odoo and require contact with HMRC.
Define the Xero data scope and ownership
Build a migration register for each Xero organisation. State which records are required for operational continuity, which are needed for reporting, and which will remain in a controlled archive. Assign a business owner to every object rather than treating extraction as a purely technical task.
- Foundation: chart of accounts, tax rates, currencies, journals, tracking dimensions, payment terms and financial settings.
- Contacts and items: customers, suppliers, addresses, contacts, products, services, stock settings and any codes used by connected apps.
- Open transactions: invoices, bills, credit notes, purchase orders, sales orders and payments or allocations required to continue work after cutover.
- Balances and history: trial balance, aged receivables and payables, bank and stock positions, and the closed-period detail needed in Odoo or an archive.
- Supporting evidence: attachments, reconciliation references and mappings to external systems whose identifiers must survive the move.
Decide whether tracking categories become analytic accounts, analytic plans, projects, departments or another explicit target concept. The decision depends on how the dimensions are used, not on a one-to-one field-name match. Process owners approve the reporting outcome before imports begin.
Map identities, tax and opening balances with exception queues
Every imported record receives a stable external ID that includes the Xero organisation namespace and a durable source identifier. A contact name, invoice number or spreadsheet row number alone is not a safe identity. Where duplicate contacts must be merged, retain the mapping from every source identifier to the approved target.
The mapping register identifies the target object, mandatory fields, transformation, defaults, dependencies and acceptance report. Account types and tax behaviour require finance review. Contact addresses, VAT references, payment terms and bank details require business review. Item types, units, costing and warehouse settings require operations review where they apply.
Opening balances are loaded after foundation records have passed acceptance. Reconcile the trial balance to the same cutover moment as aged receivables, aged payables, bank balances and stock positions. Investigate differences at source rather than posting an unexplained balancing figure.
Open invoices and bills must reproduce the amounts, currencies, dates, tax treatment and outstanding allocations needed for future collection, payment and VAT work. Part-paid documents and credit notes receive explicit test cases. Any residual manual adjustment has a named owner, reason and approval.
Separate live bank feeds from transaction history
An ongoing bank connection and a historical transaction import solve different problems. A working feed does not prove that the provider supplies every older transaction, and an imported bank statement does not prove that live synchronisation is available.
Odoo 19's bank synchronisation documentation explains that connections rely on third-party providers and vary by institution. It also notes that some institutions retrieve only up to three months of past transactions and that older transactions can be imported. Validate the specific bank, account type, provider, available history and subscription before finalising the plan.
For every account, record the feed start behaviour, the last reconciled transaction, the older-history source, the expected opening statement balance and the duplicate-prevention rule. Imported statement lines and feed-retrieved lines must not overlap unnoticed. Reconcile the target statement balance and investigate missing, pending or duplicated transactions before accepting the account.
The UK bank-feed and history guide provides an account-by-account worksheet and cutover checks.
Decide what happens to Xero-connected apps and recurring work
An app connected to Xero may contain operational master data, open documents or a posting rule that is not represented fully in accounting exports. For each app, record its owner, data of record, direction of flow, identifier mapping, history requirement, endpoint availability and cutover sequence.
Recurring invoices, repeating bills, payment schedules, approvals and automated posting rules need a deliberate future-state decision. Do not assume that an accounting export recreates every automation. Some may be configured in Odoo, some retained in an integrated product and some retired with a documented manual control.
Where an integration remains, test duplicate prevention, error recovery and reconciliation alongside the migration. Where an app is retired, confirm contractual notice, data export, archive access and the point at which users must stop creating new records. These are release dependencies, not administrative afterthoughts.
Use repeatable imports and mock go-lives
Trial imports use versioned source extracts, controlled mappings and a documented dependency order. Foundation records come before parties and items; those masters come before open documents; balances and allocations follow their prerequisites. Rerunning a corrected file must update or deliberately skip known external IDs rather than create another set of records.
Each run produces counts, errors, exceptions and reconciliation results. Business owners sign off the meaning of the data while the migration operator confirms technical repeatability. AI tools may help inspect or transform data, but they do not approve mappings or financial outcomes.
A mock go-live exercises final extraction, cleansing cut-off, imports, integration switching, user access, HMRC-related checks, reconciliation and operational smoke tests. The real cutover runbook then records freeze rules, delta handling, decision authority, fallback and hypercare ownership. A technically complete load without accepted business outcomes is not a successful go-live.
Scope the GBP proposal around evidence
Fixed-fee discovery determines the Xero organisations, objects, history, app estate, data quality and target workflows. Migration and integration phases are then fixed against that blueprint and specified input extracts. The proposal names trial runs, mock go-lives, reconciliation reports, client responsibilities and acceptance gates.
The main cost drivers are organisation count, tracking and tax complexity, open and historical document volumes, duplicate cleansing, attachments, stock, bank history, connected apps and the number of roles and entities requiring end-to-end testing. Client extraction and cleansing time belongs in the total-cost assessment even when it is not an Oakland invoice line.
Odoo subscriptions, app subscriptions, middleware, bank providers, archive products, infrastructure, specialist tax review, travel and support are separated where applicable. This is how a GBP proposal remains comparable and auditable without an unsupported fixed package, elapsed-time promise or saving claim.
