Xero to Odoo for Singapore: preserve the evidence trail

Start with the Xero organisation and future workflow

A Xero to Odoo migration should solve a named operating problem: purchasing and stock need stronger controls, outlets need a common back office, or regional teams need consistent roles and reporting. The purpose is not to declare a universal winner between accounting products. It is to decide which Xero records, connected apps and human controls must survive a changed operating model.

Register each Xero organisation, legal entity, base currency, GST registration period, financial year, bank account, tracking category, user role and connected application. Include manual spreadsheets used to complete GST workpapers or reconcile settlements. Identify the owner who can explain each source and the owner who will accept its target outcome.

Reviewed 6 November 2026 — research review, not legal signoff. Revalidation owner: Compliance reviewer (CR) with the country owner and named client advisers; unresolved human Singapore regulatory review by a qualified Singapore regulatory reviewer remains mandatory before release.

Inventory exports, connected apps and repeating transactions

Source-export limitations belong at the top of the plan. Produce controlled samples of the chart, tax rates, contacts, items, invoices, bills, credit notes, payments, manual journals, bank statements, tracking reports, inventory reports and attachments that the organisation actually uses. Save the extraction method, parameters, cut-off, row count, file hash and custodian.

Reconcile the samples to on-screen records and financial reports. Identify fields or relationships that are unavailable, flattened, split across files or represented only in a connected app. Repeating templates, approval history, reconciliation notes, file attachments and detailed tracking behaviour require explicit inspection rather than an assumption that a ledger export reproduces them.

Choose the migration and archive scope from that evidence. Open operational records may need full target documents, while closed history may be required only in a controlled read-only archive. Record the retrieval procedure and five-year record ownership with the client's adviser; do not treat a short-term export window as permission to discard source evidence.

Map tracking categories before moving transactions

Use an external ID formed from the Xero organisation namespace and durable record identifier. Preserve it through contacts, accounts, tax rates, items, documents, tracking targets and payment references. Where the same party exists in multiple organisations, record the merge decision and every legacy identifier instead of relying on a name match.

Tracking categories are not automatically analytic accounts, departments, projects, outlets or warehouses. For each category, document the management question it answers, permitted combinations, historical reporting needs and target concept. A process owner signs sample reports before transaction imports rely on the mapping.

  • Tracking decision: Category purpose; Xero evidence to retain: Management question, permitted values and current report consumers; Acceptance owner: Process owner
  • Tracking decision: Target concept; Xero evidence to retain: Analytic, department, project, outlet, warehouse or other justified target; Acceptance owner: Finance and operations owners
  • Tracking decision: Historical comparability; Xero evidence to retain: Before-and-after reports and permitted combinations; Acceptance owner: Management-report owner
  • Tracking decision: Identity mapping; Xero evidence to retain: Organisation namespace, durable record ID and merge decisions; Acceptance owner: Migration lead

Item review covers sales and purchase descriptions, units, tax defaults, inventory status, costing, warehouses and identifiers shared with other applications. Contact review covers legal names, UEN, addresses, permit or bank details where relevant and GST registration evidence. The Odoo 19 Singapore package does not choose the client's reporting dimensions.

Reconstruct GST history with adviser-reviewed exceptions

A Xero tax-rate label is not sufficient evidence of underlying supply treatment. For representative invoices, bills and credit notes, preserve actual place and time-of-supply analysis, destination or customer evidence, registration period, original tax code, GST amount, return period and reviewer. Current 9% applies only to applicable standard-rated supplies, not to every row in the migration file.

Map standard-rated, qualifying zero-rated, exempt and out-of-scope transactions separately using the IRAS General Guide. Out-of-scope transactions are included in Box 13 only when the detailed guide's revenue condition is met. Exempt and zero-rated sales remain different even if both carry no output tax on a particular document.

For InvoiceNow mapping, distinguish standard-rated supplies and purchases, zero-rated supplies and purchases, and exempt supplies only; there is no general exempt-purchase category. Imported services since 2020 and low-value goods since 2023 require the digital-economy rules and input-tax-restriction analysis. Reverse charge is not applied merely because a supplier is overseas.

Reconcile target tax codes and Boxes 1–21 data to source return workpapers, with unresolved historical exceptions assigned to the client's adviser.

Preserve open documents and future schedules separately

For each open receivable or payable, capture the document ID, party, issue and due dates, currency, original and outstanding amounts, tax lines, tracking dimensions and allocation references. Include part payments, unapplied credit notes, prepayments or overpayments where the source contains them, and document any treatment that cannot be reproduced from exports alone.

Closed documents selected for history need their own rule. Determine whether users require searchable document detail, attachments, reporting dimensions, tax evidence or only balanced summary entries.

Repeating sales or purchase templates and future schedules need a future-state owner; importing posted history does not recreate a recurring operational instruction by itself. Review start and end conditions, next occurrence, customer or supplier, tax and tracking defaults, approval owner and the point at which the old template must stop.

Test collection, payment, credit application, partial allocation and later bank matching against synthetic target copies. Compare open-item ageing and the trial balance at the same cut-off. Any unexplained balancing entry remains a blocking residual with an owner rather than evidence that the migration is complete.

Reconcile SGD values and inventory balances

Record raw source currency and amount, transaction currency, exchange-rate value, rate date and source, expected SGD, actual SGD, residual reason and acceptance owner for every reconciliation sample. Detailed ISO and Odoo currency analysis belongs in the SGD migration and reconciliation guide; this review focuses on reproducible source-to-target evidence.

Test 0.01, 0.04, 0.05 and 0.09 values, negative equivalents, mixed tax documents, part-paid foreign-currency invoices and large values. Separate product/pricelist precision, tax calculation, payment and cash rounding, foreign-exchange conversion and bank settlement. Compare source, expected and actual results without applying a blanket tolerance.

Where tracked inventory is used, bridge item, location, unit, quantity, valuation and accounting entries independently. Open receipts, deliveries, credit notes and late supplier costs receive operational test cases. If the source does not provide a complete valuation history, the client and accounting reviewer approve the opening-position method and retain its limitations in the evidence pack.

Plan bank, app and PayNow evidence separately

For every bank account, record last reconciled balance and transaction, historical statement source, future feed provider, expected first retrieved line, duplicate boundary and manual statement-import fallback. Odoo 19 bank synchronization is institution/provider/edition-specific and includes default 12-hour synchronization with non-real-time or beta limitations where documented. It is not a universal feed-history promise.

For each connected app, name the system of record, direction of flow, ID mapping, open documents, historical data, endpoint owner, error queue and cutover sequence. Repeating invoices, payment schedules, expense claims and approval rules require explicit future-state decisions. An accounting export alone does not reproduce every automation.

PayNow QR setup is tested using the actual journal, recipient and proxy configuration described by the Singapore localization page. Keep QR reference, customer completion, gross amount, fee, net bank settlement and reconciliation result separate. QR generation is not settlement, and a draft entry is not bank reconciliation.

Keep the InvoiceNow trigger and provider design outside migration

The migration does not determine whether or when the entity is covered by GST InvoiceNow. Check the 1 November 2025 voluntary-application rule within six months of incorporation and the 1 April 2026 voluntary-application rule regardless of incorporation or constitution. All new compulsory GST registrants enter scope from 1 April 2028. Existing-business phases begin exactly on 1 April 2028, 1 April 2029, 1 April 2030 and 1 April 2031; use the full band table and entity-specific IRAS notification or calculator results in the readiness guide.

Covered businesses require an InvoiceNow-Ready Solution with its GST submission feature activated, not merely a Peppol ID or network connection. Scope covers standard-rated supplies and purchases, zero-rated supplies and purchases, and exempt supplies only; there is no general exempt-purchase category.

Connected-app and extraction reviews must include sales invoices issued outside the Peppol network and purchase invoices recorded in the solution. Access Points do not convert paper or PDF documents into Peppol invoices. Preserve originals, extraction owner, field-confidence review, duplicate controls, accounting links, submission and acknowledgement.

PINT-SG XML generation and import in Odoo 19 is separate from transport, provider onboarding and IRAS connectivity. Singapore is absent from the reviewed lists of countries eligible for Odoo-operated Peppol registration in Odoo 19 and Odoo 20. This is not a statement that Singapore businesses cannot use Peppol; the separate provider and access-point path must be proven.

The SFFS Odoo page developed by Port Cities Singapore Pte. Ltd. lists InvoiceNow-Ready only; it is not evidence for core Odoo, Odoo S.A., Oakland or F5/F7/F8. Other SFFS and InvoiceNow-Ready Solution Provider (IRSP) rows verify only the expressly named provider products and APIs, not endorsement, security or statutory compliance.

Send the invoice data by whichever comes first: the date the relevant GST return is actually filed or that return’s filing due date. An acknowledgement confirms receipt. It is not buyer acceptance, confirmation of tax treatment, a GST return or payment. Odoo 20 capabilities require a separate comparison of actual manifests and views and acceptance on the deployed build; they are not Odoo 19 evidence.

Use two rehearsals to earn cutover acceptance

The first rehearsal proves extraction, mappings, dependency order and technical reruns. The second rehearses the corrected end-to-end runbook with final-style data, access, provider steps, reconciliation and operational tasks. Both use versioned extracts, stable external IDs, rejection logs and rollback instructions.

Each run records source, expected, actual, residual and owner at account, open-item, tax, bank, inventory and count levels. AP/AR users test collections and payments; the GST reviewer tests supply categories and Boxes; operations tests inventory and any outlet flow; treasury tests settlement; the provider demonstrates its own connection; finance approves the accounting result.

Cutover then follows a controlled freeze, delta extract, import, verification and release decision. The release authority sees unresolved residuals and can stop or roll back. Two rehearsals create comparable evidence, not an accuracy guarantee, a fixed implementation duration or permission to skip adviser and provider review.

Scope the programme around proof and ownership

The Scope and evidence stage identifies Xero organisations, exports, tracking decisions, connected-app and repeating-transaction futures, open and historical records, provider dependencies and acceptance roles. Build and prove phases are then quoted in SGD against the approved mappings, two rehearsals, integrations, training and release pack. External subscriptions, app contracts, banks, providers, hardware and specialist advice stay separate.

Continue with the SGD migration and reconciliation guide, GST and InvoiceNow readiness guide, POS go-live and recovery checklist and payroll boundaries and role-training guide. Together they expose the evidence required from the client, adviser, provider and Oakland rather than concealing it in a general migration fee.

Provider, access-point and session-company examples are educational only, never Oakland references, recommendations, Singapore delivery evidence or proof of statutory capability. This page offers a migration method, not a product ranking, numeric package total, savings claim or statutory outcome.
