The Odoo market in Indonesia

Indonesia is one of the largest Odoo markets in Southeast Asia in this snapshot: the October 2026 OPRD export records 90 partners and 1,041 documented customer implementations in the country — roughly double the Philippines’ 527 in the same snapshot.

The market has the deepest Gold bench of the three Asian markets in this wave: six listings country-wide hold Gold status, and four of the ten most-referenced listings sit at that level. Delivery history clusters in the Jakarta metro, with a second spread across Semarang, Surabaya and Bandung.

Indonesia is the one market in this wave where the demand language is not English: Bahasa Indonesia carries the generic ERP category and every search-winning content property, while much of the partner tier still publishes in English. The timing fact that matters is Coretax — the national tax authority moved registration, invoicing, withholding, payment and filing onto one platform on 1 January 2025 — and education about what that changed for ERPs is currently owned by content farms rather than by the partner tier.

The partner landscape in Indonesia

The snapshot records 90 Odoo partners listed in Indonesia, with 6 listings at Gold level, 17 at Silver level and 67 at Ready level.

Tier counts are recorded per directory listing and do not always add up to the partner total, so read them as three independent counts rather than as a split of one number.

200 certified Odoo experts are listed in Indonesia.

Where Odoo delivers in Indonesia

The sectors published most often across Indonesian listings are led by production and trade: manufacturing, wholesale trading and distribution, mining-adjacent services, and retail.

The recurring commercial shape is an operations system with a fiscal anchor: inventory, manufacturing and procurement on the operational side, with VAT invoicing as the entry point. The Coretax transition made that anchor structural — every tax-invoice number in the country is now assigned by the national platform, so the ERP’s job changed from allocating numbers to generating the exact XML the platform accepts, which is precisely the kind of shift an ERP either absorbs cleanly or makes painful.

Project size in Indonesia

Documented Odoo projects in Indonesia average 25.6 users.

The large-project measure recorded for Indonesia is 169.3 users, which is the size band a buyer should plan against for a multi-department rollout rather than a single-team pilot.

Market intensity

Indonesia records 11.6 documented implementations per listed partner. Across all 165 countries in this snapshot the figure is 16.7.

That sits in line with the all-country figure, which describes a market where published delivery history is spread broadly across the listed partners.

This is a read on published delivery history, not on quality. A partner's unpublished work is invisible to the directory and therefore invisible to this figure.

Compliance and Odoo localization in Indonesia

Indonesia’s statutory anchor for Odoo buyers is PPN, the value-added tax, and the fact that matters most right now is the rate mechanic: the statutory rate has been 12% since 1 January 2025 under the UU HPP schedule, but PMK No. 131/2024 confined the full 12% to luxury goods — for all other taxable goods and services the tax base is set at 11/12 of the selling price, so the effective rate stays 11%. Statutory 12%, effective 11%: a base-adjustment mechanic every Indonesian finance system had to implement in January 2025, and the single most-misreported number in the country’s ERP market. Electronic VAT invoicing itself is mature — e-Faktur has been mandatory for all PKP-registered businesses since 2016.

Coretax is the second anchor: the national tax authority’s unified platform became fully operational on 1 January 2025, replacing the legacy portals for registration, invoicing, withholding, payment and filing. For ERPs the changes are concrete — the NPWP is now 16 digits, and tax-invoice numbers are auto-generated by Coretax rather than allocated by the billing system. Odoo’s Indonesian localization ships a Coretax module that generates the e-Faktur XML for upload — with PKP flags, NPWP/NIK handling, transaction codes and product codes — with the honest boundary that the invoice number is assigned by Coretax, not by Odoo. On payroll, Odoo 19’s official localization list includes Indonesia, but no dedicated documentation page ships for it yet, so the honest position is: listed, with the exact statutory scope — BPJS, PPh 21 withholding and THR — to be validated in a demo. This page is market context, not tax advice — the figures above come from the cited regulations, and your own adviser remains the authority on what they require of your business.

How Oakland delivers in Indonesia

Oakland serves Indonesia remote-first from its Dubai headquarters: one senior team carrying discovery, implementation, migration and support, working to the Indonesian business week — Monday to Friday — with the working day overlapping Asia/Jakarta, three hours ahead of Dubai. We do not claim an Indonesian office: odoo.com registers partners by office location, so our Gold listing — 104 published references, a 90% customer-retention figure and an average project size of 17 users — sits under the United Arab Emirates. The delivery model is the one those references describe, across 150+ delivered projects and 16+ years in business.

Delivery for Indonesian clients runs in Bahasa Indonesia with English support — Bahasa being the language Indonesia’s Odoo buyers actually search and buy in.

Every engagement starts with a discovery phase and a fixed-scope proposal, with the implementation record verifiable on our odoo.com partner listing. Ask us for references in your sector.

About this data

Source: Oakland OPRD — October 2026 snapshot of the official Odoo partner directory.

The figures count partner listings and customer implementations published in the directory at the time of the snapshot. They are a floor rather than a census: delivery that is not published in the directory is not counted.

The export is versioned in Oakland's repository, so every number on this page traces back to a dated file and year-on-year movement is a diff rather than a claim.
